Can you run the management plane and every managed cluster self-hosted, on infrastructure you control, with no foreign root access? Open source you can audit is the baseline; a management plane you don’t operate is a dependency to name.
Air-gap support
For sensitive public workloads, disconnected install and Day-2 operations are often mandatory. Confirm it is a first-class mode, not an afterthought.
Operational scale
The practical question for a small (and often cleared) public-sector team: how many clusters can one operator realistically run? A platform that automates fleet operations changes the staffing maths.
Lock-in and portability
Favour CNCF-conformant Kubernetes so you can import existing clusters (EKS/AKS/GKE or on-prem) and move workloads without rewriting around a vendor’s abstractions.
